I was raised Catholic, and I've never heard of this rule. We weren't hyperdevout, though; we got Good Friday off from school, but ostensibly this meant you and your family were supposed to show up for Mass all afternoon, which we generally didn't do because of my brother still being in preschool. So the 'no music, no TV' thing would have been true for anyone going to said Mass, but I think this would be more a side effect of "You Should Be In Church Thinking About Jesus' Death Right Now" than a specific edict forbidding TV and music. (After all, you'd think it'd have to be updated by now to include video games if it was that specific!)
