Sounds like the dude's gonna pay no matter what. If you contacted the city, they might reissue one to the dude's home address, which might convince him to pay the base fine. If you don't contact the city, though, the dude will assume he's not responsibile (because he's an idiot) and won't wake up until the city's sent him a larger fine.
